Over the past several years, the Town has strategically acquired six hectares of parkland in Craigleith from Windfall, Second Nature, and Blue Vista development sites. This land was gained through the parkland dedication included in each development agreement. The intent is to transform the land into a community park for all to enjoy.

To launch the project, the Town has started to identify infrastructure necessary for planned improvements, such as parking and public washrooms, and will be consulting with residents and the broader community to hear what recreational and natural elements will best serve residents.

Why Now?
There is potential for the development of the community park to run concurrently with home construction happening at the Blue Vista development site. Aligning these projects would help reduce future construction disturbances once homes start to be occupied.

Project Updates

July 30, 2026 - Council direction for workplan

Council provided direction at their meeting on Monday, July 13 to include a workplan for the new Craigleith Park for discussion and consideration in the Town's 2027 Budget discussions. The Town's project team continues to work with the Landscape Architect to revise the original design based on feedback received through the public survey and Design Open House. The Town expects to have further updates on the project later this year.

The Town has scheduled an in-person Design Open House regarding the Craigleith Community Park project on Thursday, April 23, 2026 at The Shed Community Centre in Windfall from 5:00 to 7:00 p.m. Staff from Colliers Project Leaders and SHIFT Landscape Architecture will be in attendance with the preliminary design layouts for the park. Public Consultation
SHIFT Landscape Architecture, based out of Guelph, Ontario, has been contracted to complete the preliminary and final designs for the revitalization of Moreau Park in Thornbury, and the development of the new Craigleith Community Park. They are currently developing the preliminary design concepts for the parks based off the initial public survey results.
Preliminary design concepts for the Craigleith Community Park are currently expected to be presented for a round of community engagement sometime between April and June of 2026. Staff are planning to bring a report – including preliminary cost estimates – to Council following this round of consultation to seek direction on the final elements to be included in the designs. Once Council has provided direction, SHIFT will begin detailed design with another opportunity for community consultation on the final design.
Please Note: The bid closing date has been extended to Thursday, September 25.
The Town has posted a Request for Proposal seeking a Landscape Architect firm to manage design work for the Moreau Park Revitalization and Craigleith Community Park projects. The bid closing date is Thursday, September 18. A preliminary schedule has been set which would see conceptual designs for the parks completed in late Q4 of 2025 based on the information gathered through the original public surveys for each project. These concepts will be presented to the public for another round of consultation and further development of the designs beginning in late Q4 of 2025 and spanning into early Q1 of 2026. Final designs are expected to be completed early in Q2 of 2026.
The Town has announced that Colliers Project Leaders has been contracted to manage the development of the new Craigleith Community Park. Colliers will lead the procurement of the design team for the Craigleith Community Park design process, ensuring that the results of the 2024 public survey are taken into consideration. Construction of the park is estimated to begin in 2026, in coordination with home construction on the Blue Vista site.

Public Consultation

Online Survey

The project team has prepared a public survey to gather additional feedback on the preliminary designs for the Craigleith Community Park. The survey covers how different features will relate on the site, and seeks more feedback on items including potential playground elements and other amenities. The survey will remain open until end of day on Thursday, May 7, 2026.

The survey is now closed. The results will be compiled and presented to Council along with a report at a future meeting. Thank you to all who participated.

Design Open House

The Town hosted an in-person Design Open House regarding the Craigleith Community Park project on Thursday, April 23, 2026 at The Shed Community Centre in Windfall from 5:00 to 7:00 p.m. Staff from Colliers Project Leaders and SHIFT Landscape Architecture were in attendance with the preliminary design layouts for the park.

Members of the public were invited to drop in at any time to view the preliminary designs, provide feedback and ask questions about the project. The feedback received on the designs will be compiled in a report to Council where staff will seek further direction on the final elements to be included in the detailed design.

Staff Reports & Council Decisions

Staff Report PDS.24.028 was presented to Committee of the Whole on May 27, 2024. The report provides a follow-up to the public survey for the Craigleith Community Park lands, and requests direction to proceed with an initial design concept to be presented at a future Public Meeting. Committee voted 6-0 in favour of the staff recommendations. This decision is scheduled to be included on the June 3 Council Meeting agenda for adoption.
