Development charges are fees that the Town collects to help pay for the cost of infrastructure required to provide municipal services to new development. This includes new infrastructure as well as the re-development of land within the municipality. This infrastructure includes roads, water and wastewater infrastructure, libraries, community centres, and fire and police facilities.
The development of all lands within the Town is subject to development charges. Development Charges are levied according to the service area in which the development is located. The amounts of the charges vary by service area.
The Town estimates what new services will be needed to accommodate the Town’s growing population, and uses this information to update the Development Charges By-law and Development Charges Background Study.
The Town's current Development Charges By-law and Background Study were completed in the summer of 2014. The Ontario Development Charges Act states that a municipality must, at minimum, review the By-law and accompanying Background Study every five years. In the fall of 2017, the Town issued a Request for Proposal for Consulting Services for the Development Charges Background Study and By-law, which was awarded to Hemson Consulting.
The Town recently engaged Hemson Consulting to prepare a draft 2019 Development Charges Background Study, which will be reviewed along with the By-law at Council meetings in early 2019.
The current Development Charges By-law was passed by Council on July 28, 2014, in accordance with the requirements of the Development Charges Act, 1997.
Development charges are calculated, payable, and collected on the date that a building permit under the Building Code Act is issued.
For large commercial or residential developments, development charges for hard services (roads, water, and wastewater) will be payable upon executaion of the Agreement.
