Clarksburg Master Plan EA

Project Information 

The Town has initiated a Master Plan Class Environmental Assessment (Class EA) to investigate opportunities to improve water and wastewater services to all properties in the Clarksburg Service Area.

Why is the Class EA being completed now?

  • There are unresolved servicing concerns in Clarksburg.
  • The Town regularly receives calls and requests from Clarksburg residents regarding water and wastewater servicing issues.
  • These types of issues are typically addressed by the completion of a Class EA which considers the environmental, economic and social/cultural impacts of possible solutions. Class EAs have a 10 year life and the previous one has expired.
  • Funding was provided by the Provincial and Federal Governments to cover 75% of the cost of the current Class EA and the Town is taking advantage of this opportunity.

Steve Vokes, Project Manager Retained by the Town and Michael Troop, Project Manager from J.L. Richards and Associates provided a project update letter for December 2017. The letter provided a status update on the voluntary well and septic survey that was being conducted and detailed next steps in the process including an analysis of the questionnaire data and a review of archaeological, ecological and heritage features of the Community. Based on these findings and with Consultation from the Town, the Consultant’s next steps will consider the potential servicing options.

Well & Septic Inventory – Door to Door Visits

Residents Who Were Home:

J.L. Richards and Associates provided a hand delivered letter dated November 4, 2017 to residents who were home at the time that the Consultant stopped by to discuss the well and septic inventory. Participation in the survey is voluntary.

Residents Who Were Not Home:

J.L. Richards and Associates provided a hand delivered letter dated November 2017 to residents who were not home at the time that the Consultant stopped by to discuss the well and septic inventory. It provided contact details for Town Staff and the Consultant if the property owner does wish to participate in the voluntary survey.

A Letter from the Mayor - Residents of Clarksburg, October 2017

Mayor John McKean and Reg Russwurm, Director of Infrastructure and Public Works sent a letter to residents dated October 26, 2017. This letter detailed the intent of the Clarksburg Municipal Class Master Plan Environmental Assessment (EA) and requested community feedback regarding water and wastewater servicing options, both privately and municipally. The letter clarifies that any project coming out of the EA process will only go ahead if costs are considered affordable to the property owners. The Town’s consultant, J.L. Richards and Associates, will be visiting residents to inventory the existing servicing in November of 2017. Participation in the existing servicing inventory is on a voluntary basis.

Public Information Centres were held the evening of Thursday, September 14, 2018 at 5:00 p.m. - 8:00 p.m. and the morning of Saturday, September 16, 10:00 a.m. - 12:00 noon at Town Hall, 32 Mill Street Thornbury, ON.

Community Liaison Committee

A Community Liaison Committee (Committee) has been formed and its first meeting was held on October 27, 2017. The Committee serves as a sounding board for the project team to ensure that all publically issued material is appropriate and the local context is taken into account. The Committee is not a decision making body.

The Committee also serves as another point of contact for concerned community members who may not be comfortable speaking to the project team.
