Permanent, Full-Time (35 hours/week)

We are seeking to fill the permanent, full-time position of Program Coordinator Short Term Accommodation/Municipal Licensing Officer in our Enforcement and Fire Services Department.

Position Overview:

Reporting to the Director Enforcement Service and Fire Chief the Program Coordinator Short Term Accommodation (STA)/Municipal Licensing Officer is responsible for the administration and management of the Town’s STA Licensing Program in accordance with established policies and procedures.

Key Duties & Responsibilities:
 
• Administer, manage, promote and enforce the Town’s STA Licensing Program including developing policies and procedures, public information documents, forms and inspection protocols.
• Conduct presentations, informs the public, businesses and other groups of the details of related by-laws and provincial legislation/regulations to build understanding.
• Respond to complaints regarding infractions, identifying infractions, resolving and reporting offences, issuing notices of violations, orders and laying of charges in situations of non-compliance for both property and STA licensing offences.
• Enforce and gain compliance with municipal by-laws, Provincial legislation/regulations and monitor compliance of agreements between the Town and other parties.
• Research and determine areas where efficiencies may be realized and implements required corrective action and measures
• Pro-actively monitors and manages the STA program ensuring that senior management is being informed on organizational risks and of remedies to mitigate them. 
• To act as the Town’s Licensing Officer and designated program coordinator pursuant to the Short Term Accommodation Licensing By-law.
• To revoke a licence if determined it has been issued on mistaken, false or incorrect information Investigate and resolve complaints registered with the municipality with respect to municipal by-laws, Provincial legislation and agreements to which the Town is party to in accordance with the policies and procedures of the Department.
• To carry out inspections and investigate complaints both during and outside normal working hours to ensure compliance with legislative requirements and STA licence conditions, including where appropriate conformity with applicable standards.
• Prepare, issue and serve Provincial Offences Act Parking Infraction Notices.
• Prepare, issue and serve Property Standards Orders under the Building Code Act.
• Draft, swear and serve Information pursuant to the Provincial Offences Act.
• Prepare appropriate detailed reports in respect to the performance and administration of the STA Program including relevant statistics and any information relevant to STA Licensing functions.

• Liaise with community members and other public agencies in an effective and courteous manner regarding municipal by-laws, programs, policies and procedures of the Department.
• Respond to written inquiries from solicitors and the public with regard to outstanding Orders and compliance with other municipal by-laws.
• Draft Notices, Orders and other correspondence with respect to contraventions of municipal by-laws, Provincial legislation and agreements to which the Town is party to.
• Keep detailed and accurate notes and files and collect evidence for legal proceedings.

Required Knowledge, Skills & Experience:

• 2 year post-secondary diploma in an approved Law Enforcement Program, Police Studies/Foundations, Law & Security, Justice and Administration or related discipline.
• Completion of Ministry of Municipal Affairs & Housing Courses/Program and pass Provincial Examination for “General Legal/Process” and “Part 9 House”.
• Certification as a Municipal Law Enforcement Officer with the Municipal Law Enforcement Officers Association of Ontario.
• Certification as a Property Standards Officer with the Ontario Association of Property Standards Officers.
• Minimum of 5 years of law enforcement or related experience. Knowledge of short term accommodation preferred.

Salary: $ 55,430.40 - $ 68,053.98 (2017 Rate)
